From May 29 through June 1 of this year, seventy-eight individuals interested in the arts in the United States came together for the 92nd American Assembly at Arden House in Harriman, New York to debate "The Arts and the Public Purpose." The American Assembly was established by Dwight D. Eisenhower at Columbia University in 1950. Each year it holds at least two nonpartisan meetings on topics related to United States policy, each of which gives rise to a book on the subject discussed.
During the summer of 1996, the National Association of Artists' Organizations (NAAO) conducted a series of "regional think-tank sessions" with NAAO members and their constituencies in twelve cities across the country. A concern heard throughout "A Dozen Dialogues" was the need to develop, nurture, and support artists and arts professionals who are new to the field. As an initial response, NAAO brought together ten young people under the age of thirty who were identified by NAAO members as emerging leaders.
I am a fan of peer panels and have always enjoyed serving on them. Coming from a dance/theater background I view them as a performance event rich with actors and drama, text and subtext. I particularly appreciate the transformation of a group of individuals into a temporary community of purpose. Panelists are introduced, size each other up, conduct negotiations, build consensus, argue and disagree, acknowledge their differences, struggle to find a common language, reach certain compromises, and finally come to a set of conclusions.

As is often the custom among Native peoples of the Americas, I want to share a story with you that serves as deep background for everything I will be talking about today.
As arts funders, we often perceive our capacity to direct financial resources to worthy arts organizations as the most valuable tool at our disposal. That's probably correct and, indeed, as it should be. After all, most of our institutions have been established by donors for the core purpose of grantmaking, and the law mandates that we award grants for public benefit.

Beginning in 1999, the United Nations Educational, Scientific and Cultural Organization (UNESCO) launched a global initiative to strengthen arts education. In 2003, Portuguese delegates to the United Nations called for a global conference to address this aim, resulting in the first-ever World Conference on Arts Education. The World Conference brought together 1,200 artists, educators, policy makers, and researchers from over ninety-seven countries in Lisbon, Portugal from March 6-9, 2006.
