During the past two decades, cultural planning practice in the United States has fallen behind that in parts of the world where cultural plans are required in city general plans, broader definitions of culture have been adopted, more domains of city planning have been integrated, and theoretical debate has progressed further. In the United States there is neither a field of cultural planning nor of cultural planners.

The opportunities to connect communities through culture and to use that cultural engagement to educate one another are simultaneously compelling and challenging to cultural foundations and philanthropists. Recent reports and research provide strong arguments and preliminary insights into ways that culture can advance engagement across boundaries, both geographic and societal. But the most challenging efforts may be those intended to connect the United States to Muslim populations abroad.
Since the Ford Foundation’s institutional stabilization programs of the 1960s, arts funders have explored and implemented initiatives intended to promote the sustainability of arts organizations. Funding approaches, programs, and special terminology have been developed in support of the arts’ economic and social contributions to society. Artists and arts organizations are evaluated on the basis of their fiscal prudence and community contributions as well as artistic merit.
Enriching our culture and engaging diverse and underserved communities, small arts organizations pop up, flourish, and sometimes flounder, mostly under the philanthropic radar. They often foster artistic expressions not adequately served by larger organizations.
The Arts and the Public Purpose 92nd American Assembly
From May 29 through June 1 of this year, seventy-eight individuals interested in the arts in the United States came together for the 92nd American Assembly at Arden House in Harriman, New York to debate "The Arts and the Public Purpose." The American Assembly was established by Dwight D. Eisenhower at Columbia University in 1950. Each year it holds at least two nonpartisan meetings on topics related to United States policy, each of which gives rise to a book on the subject discussed.
I am a fan of peer panels and have always enjoyed serving on them. Coming from a dance/theater background I view them as a performance event rich with actors and drama, text and subtext. I particularly appreciate the transformation of a group of individuals into a temporary community of purpose. Panelists are introduced, size each other up, conduct negotiations, build consensus, argue and disagree, acknowledge their differences, struggle to find a common language, reach certain compromises, and finally come to a set of conclusions.
Classical musics are comparatively rare; they seem to need for their existence not only a leisured class able to command a quantity of surplus resources but also a situation where that class is to some degree isolated from the majority of the people and possesses the social power to represent its own tastes as superior.
