In an attempt to close achievement gaps the power of collaboration has been employed by two local unions and school districts in Hamilton County, TN and Clark County, NV. This report, by the NEA Foundation, outlines the progress, challenges, and lessons learned in these two counties as well as the major tool used to create the collaboration: Interest Based Bargaining. The report presents the perspectives of union leaders, district officials policy makers and stakeholders.
