This handbook describes in plain language the most critical counter-terrorism measures in effect as of March 15, 2004 that are of relevance to U.S. nonprofits and grantmakers. Included are Executive Order 13224, the Patriot Act and related laws, embargoes and trade sanctions in effect, IRS rules, and the Treasury Department's "Voluntary Best Practices" for nonprofits and grantmakers.
