With the aim of providing recommendations that the city of Philadelphia can use to strengthen its arts sector, this study analyzes the infrastructure and support systems of the arts in eleven U.S. cities. Focusing on artistic and cultural sustainability, the study pro-vides a systemic analysis of the ways that major cities support their nonprofit cultural institutions. It creates a new framework for examining the support of urban arts institutions, and identifies the conditions that promote strong urban support for the arts. Fi-nally, it provides specific recommendations for Philadelphia to nurture and sustain its own cultural sector: to create a framework of evaluation, to develop a clear vision of the future, to create an office of cultural affairs, to encourage artistic collaboration among arts organizations, to promote business and governmental support for the arts, and to build audiences.
